Our Leadership

Kids’ Chance of Hawaii is governed by a group of volunteer directors from a wide variety of organizations throughout the workers compensation industry. Within the organization, various committees exist to raise funds and awareness and to administer scholarships.

Milia Leong, President

Milia Leong joined HEMIC’s leadership team, bringing over 20 years of workers’ compensation claims and leadership experience to her role as Vice President of Claim and Medical Management Services. Prior to HEMIC, she was the Vice President of Claim and Medical Management Services at John Mullen and Company, an independent multi-line adjusting firm that handles claims for companies both locally and nationwide. Milia has also worked for Inter Island Adjusting Company, Rehabilitation Hospital of the Pacific and Kailua Physical Therapy. Milia is Chair of the Workers’ Compensation Committee of the Hawaii Insurers Council and is the founding President of Kids’ Chance of Hawaii. Milia has also served as past-President of the Hawaii Claims Association. Born and raised in Hawai`i, she attended Kapiolani Community College where she studied nursing and is a Kailua High School graduate.

Grace Beltran, Vice President

Grace has been managing Workers’ Compensation Pharmacy Benefits for Hawai`i’s largest insurance carriers, employers and TPAs for nearly 17 years. Her current responsibilities focus on the education, oversight and management of Express Scripts’ clients in Hawai`i and Alaska. She has maintained a track record of excellent customer service which is reflective in her dedication to her clients and peers. Grace previously held the position of Regional Account Manager for Medical Services Company, prior to its acquisition by Express Scripts in 2009. Born and raised in Hawai`i, Grace has also served as past-President of the Case Management Society of America Hawaii Chapter. A graduate of the University of Hawaii at Manoa, she received her Bachelor’s Arts in Biology in 1998.

Tammy Teixeira, Treasurer

Tammy is Senior Vice President of Business Development at HEMIC, with over 30 years of Workers’ Compensation and Commercial P&C insurance experience. Tammy is responsible for HEMIC’s top line revenue through the development of new markets, customers and products, as well as existing sales. Tammy also serves as President of HEMIC Insurance Managers, Inc. (HIMI) and as President of Employers’ Protective Insurance Company (EPIC), wholly owned subsidiaries of HEMIC. Tammy previously held the position of Branch Manager for SeaBright Insurance Company, a publicly traded workers’ compensation specialty carrier. Tammy is a member of the Board of Directors of the Hawaii Insurers Council. She was born and raised in Hawai`i, studied at Hawaii Pacific University, and has worked in the Hawai`i insurance market for her entire career.

Sandra Souza, Secretary

Sandy is Vice President of Business Development and Client Relations at Allied Managed Care (AMC), with over 20 years of Workers’ Compensation Cost Containment Operation Management Experience and over 40 years as a Registered Nurse in the health care industry. From 2005-2020, she served as the Vice President, Hawaii Division for AMC, providing workers’ compensation cost containment operation management for AMC services (Case Management, Utilization Review, Bill Review) in Hawai`i. Sandy previously worked at Kuakini Medical Center starting as a Certified Nurses’ Aide (CNA), advancing to an RN, Critical Care Nurse (ICU/CCU) a few years after graduation, then becoming a Care Management Coordinator for over 15 years. Sandy is a current member and past Board Member with the Case Management Society of America (CMSA), Hawaii Chapter, a current Board Member of Palolo Home and Kids’ Chance of Hawai`i. She is a Registered Nurse, Certified Case Manager born in Honolulu, and a graduate of the University of Hawai`i.
